CHALLENGE: New Flyer Industries Limited required assistance with obtaining the necessary Environment Licencing under the Environment Act for the continued operation of their bus coach manufacturing plant in Winnipeg, Manitoba.
SOLUTION: Morrow conducted a preliminary review of site operations to identify the environmental issues associated with bus coach manufacturing and determined the information required by Manitoba Conservation for the licencing proposal submission. Following the review, the potential impacts of the facility on the environment were assessed and documented in a comprehensive Environmental Impact Assessment report. Most significant was the type, quantity and concentration of pollutants released to the air. The impact assessment conducted for the air pollutants included an estimation of community exposure using a screening dispersion model (Screen3Model) and the comparison of the model results with exposure criteria developed using toxicological data. Morrow also assisted New Flyer with the development of and participated in a public open house to present the impact assessment findings to the area residents surrounding the facility. Community concerns were evaluated and utilized to assist with the development of the mitigation options required to reduce the environmental impacts associated with facility operation.
The Environmental Impact Assessment report, presented to Manitoba Conservation in support of a licence, is presently under review by the regulators and public, and a licence for the continued operation of the facility is anticipated.
