OIL REFINERY SITE MULTI-NATIONAL PETROLEUM COMPANY

CHALLENGE: A multi-national petroleum company was closing a refining site and required assistance with the planning for the management of the closed site.

SOLUTION: Morrow facilitated the development of a strategic land-use plan by a team of experts that considered socio-economic, legal, bio-physical, archaeological and environmental aspects of the site decommissioning. Based on outcomes of the land-use plan, Morrow conducted investigations to define the distribution of contaminants in soil, groundwater, surface water and sediment at the site. These investigations have been supported by a detailed historical review of site activities including archival reviews, air photo analysis, interviews with former employees, review of purchasing records, review of waste discharge records and site reconnaissance. Techniques employed in the investigation of the site have included geophysics, shallow soil sampling, test pitting, hollow and solid stem auger, sonic and diamond drilling. During all work, an intensive quality assurance/quality control program was followed to validate data from the contract laboratory.

Morrow continues work at the site; recently we prepared a planning basis memorandum that integrated environmental information collected over the last number of years into a comprehensive document identifying environmental vulnerabilities and opportunities to reduce these vulnerabilities.
