Professional Expert Review

(Under Protocol 6 of the BC Contaminated Sites Regulation)
Utilizing the Professional Expert process, compared to the standard BC regulatory process, can save owners time in the assessment of low-to-moderate risk contaminated sites.

Upon the recommendation of a Professional Expert, an Approval In Principle (AIP) or a Certificate of Compliance (CoC) for low-to-moderate risk contaminated sites may be issued by BC Ministry of Water, Land and Air Protection (BCWLAP) managers, as per the Waste Management Act, Contaminated Sites Regulation.
At Morrow, six of our professional staff are appointed to the Roster of Professional Experts (PEs) by the Director of Waste Management, BCWLAP, under the Contaminated Sites Regulation.
Professional Experts are authorized to perform final reviews and prepare documentation, including Draft CoCs and AIPs. They can also make recommendations to BCWLAP Regional Managers on low-to-moderate risk sites. Minimum requirements for Professional Experts is eight years of post-registration experience (or ten years post-graduation experience) in the contaminated sites area as a professional engineer, geoscientist, or agrologist. Professional Experts must also successfully complete the technical and regulatory portions of a Professional Experts examination.
